CABINET APPROVES TOURISM LEVY AND FEE REDUCTIONS

In an attempt to revitalize Zimbabwe’s tourism industry, Cabinet yesterday approved a comprehensive review of levies, licenses, fees, and permits, entering a new chapter aimed to enhance the sector’s competitiveness and growth. The announcement, made during a post-Cabinet briefing, was attended by the Minister of Tourism and Hospitality Industry, Hon. Barbara Rwodzi, who highlighted the significance of the reforms for one of the country’s key economic drivers.

The extensive review, a result of a consultative process with industry stakeholders, addressed long-standing issues within the sector. It specifically targeted the Accommodation, Hospitality and Catering, Tour Guides and Operators, Boating Services, and Vehicle Rental Services subsectors. Previously, these businesses faced a complex and often burdensome regulatory environment characterized by unjustifiable licenses, duplicative requirements, and excessively high fees and levies. The new reforms aim to dismantle these barriers, creating a more business-friendly landscape.

A cornerstone of the approved reforms is the introduction of significant financial relief for tourism operators. The review introduces a broad spectrum of reductions, with some fees being cut by 25–50% and others being scrapped completely. This move is expected to directly lower operational costs for businesses, allowing them to reinvest in their services and infrastructure. The Minister emphasized that the reviewed instruments will undergo further refinement to ensure they fully support a competitive and thriving tourism industry, aligning with the government’s broader economic goals.

This reform is a critical component of the national “ease-of-doing-business” agenda. By streamlining regulatory processes and reducing financial burdens, the government aims to attract more investment, both domestic and international, and stimulate job creation within the tourism sector. The anticipated outcome is a more robust and sustainable tourism industry that can effectively compete on a global scale. This strategic move is poised to unlock the full potential of Zimbabwe’s natural and cultural heritage, paving the way for sustained economic growth and prosperity.
